I think he means that because of the year, the car would be required to pass a smog test.

Being that I know almost nothing of carburetor and that this cars sat for a while I doubt I could get it to pass an emissions test. Its extra important in Ca because a smog is required to transfer ownership after 1975

I am assuming this car came without a cat? Can you put a properly sized cat. on it for an 80's or 90's car to improve the emissions?

It will improve a part of the emissions but unburned fuel will still show.

Oh man. If that was a whole lot closer to me, it would be “beg the wife” time. Here in MO (you know, one of those flyover states), if it’s 1981 or prior the emissions equipment isn’t subject to inspection, even if it came equipped with it.
Then again, if it was here in MO it would be 99.738% rust and not worth lusting over. :)

The cost to pick it up would be more than the actual cars cost. But than again project car adventures arnt financially sound.

How are you supposed to sell a non running project in CA then? Do you have to get it running before you can sell it?

You have to put the vehicle into a non-op. It cost a little bit (less than $100 I believe). Registration backfees don’t accrue and the next owner must reregister and smog the vehicle to get it back onto the road(non ops are illegal to street park as far as I know). The seller is supposed to smog a car before a sale but most vehicles less than 2k are not smogged.
